Description of Changes
Updates SDL to 2.30.8.
Rationale behind Changes
Has 2 specific fixes that apply to us that are nice.
"Fixed a crash in XInput code at startup"
"Fixed flooding the OS with I/O when a PS4/PS5 controller is disconnected"
Suggested Testing Steps
Make sure it compiles controllers still work and audio output still works.
